Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value (based on the estimated total 2008 areawide assessed valuation in Anchorage) (i) an annual increase in taxes of approximately $1.78 to retire the proposed bonds, and (ii) an annual increase in the Municipal Tax Cap (Charter 14.03(b)(2)) of approximately $2.43 to pay for annual operations and maintenance costs related to the proposed capital improvements.
The debt shall be paid from real and personal property taxes levied and collected areawide within Anchorage. Anchorage will also pledge its full faith and credit for payment of the bonds.
To be voted upon by all qualified voters residing within the Municipality of Anchorage.
Reasons to vote YES for Facilities Renovation Bonds:
Bond Proposition # 1 will provide funds in the amount of $6.9 M to care for aging public buildings that house essential statewide educational, cultural and recreational activities. These key facilities are not only utilized by greater Anchorage residents but also by residents throughout the State of Alaska and beyond.
Bond Summary
Total Bond Package = $6.9 million
• $2.9 million for the Anchorage Public Library
• $1.0 million for the Anchorage Museum roof repair
• $3 million for Sullivan Arena roof repair
Libraries - $2.9 Million
• Bond funds will be used to make long-overdue repairs and renovation to Anchorage's public libraries. It will fix leaky roofs and address growing health and safety issues.
• Bond funds will leverage more than $4 million in private funds and $4 million in state capital grants.
• Bond funds will help create 21st century libraries throughout Anchorage, Chugiak-Eagle River and Girdwood – including a new library in Mountain View and a new library in Eagle River.
Sullivan Arena - $3 Million
• The largest arena in Alaska, the funds will be used to replace the Sullivan Arena Roof and to leverage state appropriated funds to replace other aging systems inside the Arena.
• The Arena was constructed in 1983 with a roof that had a “life expectancy” of 25 years.
• The arena’s roof has been leaking for almost 10 years despite repairs.
• Over 300,000 people attend events at the Arena each year.
• The Arena celebrated its 25th anniversary earlier this month and the roof continues to leak. The reasonable fix is replacing the roof.
Museum - $1 Million
• Funds will be used to replace the old Museum building roof and none of the bond funds will be used in the new building. Bond funds will be matched with State appropriated funds, if approved by the Legislature and Governor, to complete this old Museum building renovation.
• The largest museum in Alaska, the Anchorage Museum is a community-based institution with exhibits and programs on the art, history and cultures of Alaska. Over 20 exhibitions are presented each year to more than 200,000 visitors. The Museum also presents a full calendar of public programs and art classes.
