ANCHORAGE ROADS AND DRAINAGE SERVICE AREA ROAD AND STORM DRAINAGE BONDS ($34.3 M)

For the purpose of providing roads and storm drainage capital acquisition, construction, renovation, upgrades and related capital improvements, shall Anchorage borrow money and issue up to $34,225,000 in principal amount of general obligation bonds and increase the municipal tax cap by an annual amount not to exceed $558,000 to pay the associated annual operations and maintenance costs? The proposed capital improvements would be located within the Anchorage Roads and Drainage Service Area.

Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value (based on the estimated 2009 assessed valuation in the Anchorage Roads and Drainage Service Area): (i) an annual increase in taxes of approximately $11.53 to retire the proposed bonds, and (ii) an annual increase necessary to fund the proposed increase in the municipal tax cap (Charter 14.03(b)(2)) of approximately $2.25 to pay for annual operations and maintenance costs related to the proposed capital improvements.

The debt shall be paid from real and personal property taxes levied and collected within the Anchorage Roads and Drainage Service Area. Anchorage will also pledge its full faith and credit for payment of the debt.

• Continues development of community priorities established in the 2009-2014 Capital    Improvement Program (CIP), but is notably less than the $51.65 million in the approved CIP.    The assembly and mayor worked together to reduce this bond to its lowest level in 7    years.

• Primary focus is funding for 2009 Construction. More than 80 percent of this would pay    construction costs for more than 20 projects that are scheduled to start in 2009, including:

• 40th Ave Extension – Lake Otis east                                     Congestion Relief
• 6th Ave Reconstruction – Muldoon west                                 Road and Drainage Rehab
• 76th Ave Reconstruction – Chad to C                                     Road and Drainage Rehab

• Spenard Rd Reconstruction – Chester Creek to Hillcrest            Safety Upgrade

• Provides local match for $79 million in State grants: In 2008, the Legislature provided $39.6    million in legislative partnership grants for proposed Municipal projects. The Municipality is    requesting another $40.1 million in State grants in 2009 for other projects in this bond. State    matching monies would significantly increase the value of projects paid for with this bond.

• Immediate economic impact: This bond would start local jobs immediately because most of    the bond would fund projects that will be ready for 2009 construction. This bond would    combine with State matching grants to infuse an estimated $80 million into the Anchorage    economy this year and create up to 650 jobs.

• Value: The annual expense for a $300,000 home would be an estimated $41.34/yr or    $3.44/month.


This bond would fund area wide road and drainage improvements that would reduce congestions, improve safety and address maintenance priorities area wide.

1. 11th Ct Upgrade – Muldoon Rd to Boston St:

11th Ct Upgrade – Muldoon Rd to Boston St: This project will strip pave this section of road and install storm drains. The surface of the roadway has deteriorated due to age, poor drainage, and inadequate road base. This project is a priority for the Northeast Community Council. This bond includes approximately $100,000 for a local match to a $500,000 state grant and to complete construction funding. Work is expected to be accomplished in conjunction with a private development project to move the 12th Avenue and Muldoon Road Signal to 11th Avenue. The private developer will also construct improvements on 11th Avenue between Muldoon Road and State Street. Total project cost is estimated at $600,000. Construction is expected to begin in 2010. 2. 40th Ave Extension – Lake Otis Pkwy to Dale St:

This project will construct a new 3-lane collector street connection in the U-Med District. This project ranked high primarily because it’s a priority collector street missing link and has been identified as a priority improvement in the Tudor Road Corridor Study. The 40th Avenue extension will increase connectivity through the area, relieve pressure on 42nd Avenue, and decrease U-Med traffic congestion at the Tudor Road/Piper Street and Providence Drive/Piper Street intersections. It will also reduce the traffic volume at the Lake Otis Parkway/Tudor Road intersection. This project is a priority for the University Area Community Council. Improvements are expected to include pavement, curbs, pedestrian facilities, and street lighting. Design, utility work, and easement acquisition efforts have been funded. This bond includes approximately $2.5 million in construction funding that together with a $4.5 million state grant request will fully fund the project. Construction is expected to begin in 2009. 3. 6th Ave Reconstruction – Patterson St to Muldoon Rd:

This project will rehabilitation pavement and curb as required, and complete other improvements as needed to bring the road up to current urban collector standards. Improvements are expected to include new pavement, curbs, pedestrian facilities on each side, street lighting, storm drains, traffic calming, and landscaping. Curbs and pavement are heaved and cracked. Some portions of the road are not constructed to urban collector standards regarding pavement width, curbs, pedestrian facilities, drainage, and street lighting. The road provides access to Creekside Elementary School and Creekside Park. Design and public involvement are funded and underway. This bond provides approximately $3.8 million as a promised match to a $2.9 million state grant received in 2008. Construction is expected to start in 2009. 4. 76th Ave Reconstruction – Chad St to C St:

This project will reconstruct and upgrade 76th Avenue to current design standards for a neighborhood collector. Improvements are expected to include a new subdrain system, pedestrian facilities on each side, new curb ramps that meet ADA standards, upgraded street lighting, and landscaping. This collector street has deteriorated beyond the point that maintenance is cost effective. Pavement and curbs are cracked and heaved. This is a priority for the Taku/Campbell Community Council. Final design and public involvement efforts are funded and underway. This bond includes approximately $6.7 million to complete project funding and a matching state grant has been requested. 5. 9th Ave Reconstruction – L St to Cordova St:

This project will reconstruct a minor arterial, including a change to a 3-lane section where safety benefits are strong. Improvements are expected to include pavement rehab, new traffic signals, street illumination, ADA improvements, safety pedestrian and pathways, and landscaping. Pavement on this minor arterial street has deteriorated to the point where maintenance is not cost effective. The traffic signal detection loops are deteriorated and the signal system is at the end of its design life. Final design, easement acquisition, and utility work are funded and underway. Phase I, between L Street and Cordova Street, will begin construction in 2009. Phase II, between Cordova Street and Latouche Street, is proposed for 2010 funding and construction. Landscape and hardscape improvements have been added to strengthen pedestrian connection between Fairview & Downtown. A state grant was received in 2008. This bond includes approximately $1 million to complete a promised local match to a $4.5 million state grant received in 2008. Total project cost for Phase I is estimated at $8.5 million. 6. Academy Dr/Vanguard Dr Upgrade – Brayton Dr to Abbott Rd:

This project will complete collector street improvements in conjunction with the state’s project to construct a Seward Highway Underpass in the 92nd Avenue alignment, which is also Academy Street. When this underpass is completed, a new connection to the Old Seward Highway will be available, which will increase traffic on Academy Drive and Vanguard Drive. A study currently underway by the state will identify specific needs regarding an appropriate connection to Abbott Road. Significant public involvement is anticipated in that process. The existing roadway is not built to handle the expected traffic volumes. This bond includes approximately $300,000 for design. Funding is proposed as a 60/40 partnership of state grants and local road bonds. A 2009 state grant request and the local match are expected to fully fund the project for construction in 2010 or 2011. Total project cost is estimated at $5.2 million. 7. ADA Improvements:

This project will construct miscellaneous ADA improvements. Many pedestrian facilities are not fully compliant with the Americans with Disabilities Act (ADA) guidelines for barrier-free access. This bond includes approximately $200,000 for design and construction of many small projects throughout Anchorage. This is an annual program and a 2009 construction start is planned. 8. ARDSA Road and Drainage System Rehabilitation:

This project provides for reconstruction of miscellaneous street and drainage facilities that require quick response. Improvements are focused on small projects requiring pavement, curb, sidewalk, and storm drain reconstruction. This bond includes approximately $500,000 for 2009 construction. This project ranked high primarily because it is one of the biggest “bang for the bucks” projects and its benefits are available ARDSA-wide. 9. ARDSA Street Light LED Energy Conservation Upgrades:

This project will construct new and/or replace existing street lights within ARDSA. Upgrades to existing street light bulbs to more energy efficient LED technology is a substantial element of the project. Specific locations will be identified by the Street Maintenance and Traffic Departments. The street lights in many neighborhoods do not meet current safety guidelines and this expense is not covered in the street maintenance budget. This is an annual funding program. This bond includes approximately $500,000 for installation and replacement, beginning in 2009... A matching state grant is being requested in 2009. Contact: Jim Lamson, 343-8120. 10. Edward St Upgrade – 6th Ave to Debarr Rd:

This project will upgrade this local road to collector street standards. Improvements are expected to include pavement, curbs, pedestrian facilities on each side, street lighting, underground storm drains, and landscaping. The majority of this road is a deteriorating narrow strip-paved road, with no drainage facilities, marginal lighting, and limited pedestrian facilities. This road provides access to Ptarmigan Elementary School. Improvement has been requested by area residents, the School District, and the Northeast Community Council. Design and public involvement are funded and underway. This bond includes approximately $4 million to complete construction funding and provide a promised local match to a $3.8 million state grant received in 2008. 11. Flooding/Glaciation/Drainage Matching Program:

This project will design and construct drainage projects throughout Anchorage. The goal is to improve safety and reduce operation and maintenance costs. Street Maintenance has identified many small drainage problems throughout the city. This funding would allow them to respond quickly to the needs as they are identified. Design and construction funding is proposed annually with a funding partnership with state grants and local bonds. This bond includes approximately $1,000,000 for promised local match to a 2008 state grant. Funding is for design and construction. 12. Gambell St Drainage and Paving – Klatt Rd to 120th Ave:

This project will install storm drains, a lift station, and pavement on this local road. The existing drywell is not adequate to handle drainage and the road has a gravel surface which is in poor condition. This bond includes approximately $420,000 to provide a match to a state grant and complete construction funding. Total project cost is estimated at $1.7 million. Contact: Shawn Dooley, 343-8195. 13. Intersection and Traffic Safety Matching Program:

This project will construct intersection safety improvements at selected sites identified by the Municipal Traffic Department. Funding is proposed as a funding partnership with the state grants and local bonds. This bond includes approximately $1,000,000 for a promised local match to a 2008 state grant. 14. Klatt Rd at C St Intersection Safety:

This project will construct safety and capacity improvements at the intersection of Klatt Road with C Street where Klatt Road extends to the east toward the Old Seward Highway. Improvements are expected to include a round-a-bout, street lighting, drainage, and pedestrian facilities. Design is funded and underway. Funding is proposed as a 60/40 partnership of state grants and local road bonds. Funding is proposed as a 60/40 funding partnership with the state. This bond includes approximately $150,000 for design and right-of-way acquisition. A matching state grant is being requested in 2009. Total project cost is estimated at $3.3 million. 15. Kloep Station Water Quality:

This project is a multiphase upgrade to the Maintenance and Operations facility to address water quality issues. Improvements are expected to include a treatment system for disposal of sediment and wash water runoff, and build a storage facility for materials, supplies, spare parts and miscellaneous tools and small equipment. Storm runoff treatment facilities at this existing maintenance facility are not adequate to protect adjacent wetlands. This bond includes approximately $800,000 to construct water quality measures for the disposal of sediment and wastewater from Vactor operations. Construction is expected to begin in 2009. 16. Leawood Dr/Roy St Road Reconstruction RID:

This project will reconstruct two local roads through the Road Improvement District (RID) Program. Improvements are expected to include pavement, curbs, street lighting, and storm drains. Pavement and curbs are heaved and cracked. In addition, a hump rises in the middle of the road between 12 and 18 inches in height where a storm drain system has heaved. There are also flooding issues for some property owners. Design is underway and construction is expected to start in 2009. The project was initiated and approved by abutting property owners who will be paying a portion of the costs through special assessments. This bond includes approximately $2.6 million for construction. The total project cost is estimated at $2.9 million. Contact: John Smith, 343-8422. (CC: Sand Lake, AD: 3)

17. Pavement Rehab Matching Program:

This program funds pavement overlay and replacement projects throughout Anchorage and is proposed as a funding partnership of state grants and local road bonds. Project priorities are established in a collaborative process with Street Maintenance, Traffic, and Project Management & Engineering. Input from elected officials, community councils, and the public has and will continue to be pursued in selecting projects for funding through this program. Construction is expected to start on several projects in 2009. The deterioration of pavement on local, collector, and arterial streets has outpaced funding for repair. The Municipality has substantially increased its funding commitment, but additional funding is needed. This bond includes approximately $2,400,000 for design and construction. 18. Pedestrian Safety and Rehab Matching Program:

This program funds pedestrian safety and rehab projects throughout Anchorage and is proposed as a 60/40 funding partnership of state grants and local road bonds. Improvements include construction of "missing links" to the existing pedestrian facilities and rehab of existing sidewalks and pathways. Construction is expected to start on several projects in 2009. This bond includes approximately $500,000 for design and construction. The Municipality is requesting a matching state grant in 2008. 19. Pine St/4th Ave Storm Reconstruction – Debarr Rd to Boniface Pkwy:

This project will replace existing storm drain facilities in this primarily residential area. The maintenance department has identified this drainage system as in need of repair due to deterioration and high ground water. Additionally, the existing system does not adequately handle heavy rains as evidenced by flooding, particularly on 4th Avenue. This bond includes approximately $500,000 to complete design funding which is underway. Funding is proposed as a 60/40 partnership with state grants and local bonds. The Municipality is requesting a $2.4 million matching state grant in 2009. Construction is expected to begin in 2010. The estimated total project cost is $3.0 million. 20. Pioneer Dr Upgrade – Muldoon Rd to Resurrection Dr:

This project will upgrade a local road to urban collector standards. Improvements are expected to include a new road base, pavement, curbs, street lighting, storm drains, pedestrian facilities, and landscaping. This road is not constructed to current standards regarding pavement width, curbs, drainage, lighting, and pedestrian facilities. This road serves a public park and a residential area. Funding is proposed as a partnership of state grants and local road bonds. This bond includes approximately $100,000 for design. Design is underway and construction is anticipated in 2010 or 2011. 21. Recycled Asphalt Pavement (RAP) and Chip Seal Upgrades:

This funding is part of an annual program to resurface ten to fifteen miles of unpaved streets with recycled asphalt pavement and/or chip-seal surfacing, as well as grading and ditching. This bond includes approximately $1,400,000 for construction in 2009. This project ranked high primarily because it is one of the biggest “bang for the buck” projects and its benefits are available ARDSA-wide. No design is required. Street Maintenance just does the work. It also reduces maintenance costs and dust from gravel roads. Contact: Dan Southard at 343-8102. (CC & AD, ARDSA-wide)

22. Riviera Terrace Area Drainage:

This project will replace, and probably realign a deteriorating storm drain serving the Reflection Lake Subdivision area. This project is a high priority for the Maintenance Department. Drainage easements are inadequate for the current location. Funding is proposed as a partnership of state grants and local road bonds. This bond includes approximately $180,000 for easement acquisition and design. Initial design work is funded and underway. The Municipality is requesting a $600,000 state grant in 2009. 23. Spenard Rd Reconstruction – Chester Creek South to Hillcrest Dr:

This project will reconstruct Spenard Road to address vehicle and pedestrian safety concerns and deteriorating pavement. The Spenard Road Reconstruction is part of the Connect Anchorage Initiative, the segment proposed for construction funding in this bond is the northern end of that project. Improvements are expected to include road reconstruction, installation of a pathway on the west side down to 19th Avenue, and pedestrian facilities on both sides between 19th Avenue and Chester Creek. Other improvements may include a new road base, pavement replacement, curbs, transit facilities, storm drain improvements, street lighting upgrades, and landscaping. The Spenard Road corridor also supports one of the highest pedestrian and transit uses in Alaska. Current pedestrian and transit facilities along the corridor are minimal or non-existent and none meet ADA (Americans with Disabilities Act) standards. There are no bicycle facilities along Spenard Road. This project is a Top 3 priority for the North Star Community Council and also a priority for the Spenard Community Council. Design is underway and has included substantial public involvement. Final funding is proposed as a partnership of state grants and local road bonds. This bond includes approximately $3 million for construction funding. The Municipality is also requesting a $7.8 million matching state grant in 2009. An upgrade of Spenard Road between Benson Boulevard and Chester Creek is included in the design package slated for several additional public hearings this spring. However, construction Hillcrest Drive south is not expected to begin until 2010. This segment of the project also includes re-alignment of 27th Avenue to fix the current off-set intersection alignment. The total project cost of both phases is estimated at $18.8 million. 24. Traffic Calming and Safety Improvements:

This is an annual program to implement traffic calming and safety improvements throughout ARDSA. The prioritized projects have resulted from community-based traffic calming studies. This bond includes approximately $475,000 for design and construction. Priority locations include Airport Heights, Northeast, Rogers Park, and Turnagain. This project ranked high because of high community involvement/interest and traffic/neighborhood safety benefits. Contact: Jennifer Satterfield at 343-8430.
