Proposition 4 - 2011 Project Information

 
  1. 73rd Ave/74th Ave Waterline Extension:

    This project is expected to construct a waterline extension to serve this local neighborhood. State grants and local road bonds have previously funded a road upgrade for 73rd and 74th Avenues. The waterline extension will be included with the contract to construct the road improvements. This is a priority for the Abbott Loop Community Council. Design is underway. This bond includes approximately $1,300,000 that along with a $1,3000,000 state grant request will complete funding for a waterline extension. Total project cost is estimated at $2.6 million.   2. 9th Ave Reconstruction Phase II – Cordova St to Latouche St:

    This project will include pavement rehab, new traffic signals, street illumination, ADA improvements, pedestrian and bike paths and landscape improvements. Pavement on this minor arterial street has deteriorated to the point where maintenance is not cost effective. The traffic signal detection loops are deteriorated and the signal system is at the end of its design life. This bond includes approximately $7,300,000 for construction.   3. ADA Improvements:

    This project will construct miscellaneous ADA improvements. Many pedestrian facilities are not fully compliant with the Americans with Disabilities Act (ADA) guidelines for barrier-free access. This bond includes approximately $100,000 for design and construction of many small projects throughout Anchorage. This is an annual program and a 2011 construction start is planned.   4. Anchorage Signal System, Signage, and Safety Improvements:

    This project is part of an annual program to construct priority improvements identified by the Traffic Department through its annual review of traffic and crash data that will improve safety and traffic flow. Improvements may include replacing and/or upgrading signals, turning lanes and lights, signs, traffic detection loops, and other equipment needed to upgrade the system. This bond includes approximately $650,000 for construction-phase funding. This project ranked high primarily because it is one of the biggest “bang for the buck” projects.   5. ARDSA Road and Drainage System Rehabilitation:

    This project provides for reconstruction of miscellaneous street and drainage facilities that require quick response. Improvements are focused on small projects requiring pavement, curb, sidewalk, and storm drain reconstruction. This bond includes approximately $600,000 for 2011 construction. This project ranked high primarily because it is one of the biggest “bang for the bucks” projects and its benefits are available ARDSA-wide.   6. ARDSA Street Light Improvements:

    This project will construct new and/or replace existing street lights within ARDSA. A significant portion of the funding will be used to upgrade the lamps on existing lights to more energy efficient LED lighting. Specific locations will be identified by the Street Maintenance Department. The street lights in many neighborhoods do not meet current safety guidelines and this expense is not covered in the street maintenance budget. This is an annual funding program.   7. Arlene St/Pelican Dr/Pelican Cir/Kingfisher Dr Area Road Reconstruction RID:

    This project will reconstruct these local roads through the Road Improvement District (RID) Program. Improvements are expected to include pavement, curbs, street lighting, and storm drains. The road surface is in dire need of repair. There are also for some on-property flooding issues. The project was initiated and approved by abutting property owners who will be paying a portion of the costs through special assessments. This bond includes approximately $2,000,000 for construction.   8. Dowling Rd/Spruce St Area Snow Disposal Site:

    This project will construct a snow disposal site to serve Southeast Anchorage. With the continued expansion of the Anchorage road network, costs of hauling snow across town to other sites has increased to the point that a snow storage site in the Dowling/Spruce area will save significant dollars in annual operating costs. This site was selected after several years of studying the alternatives. This bond includes approximately $1,950,000 for construction. The total project cost is estimated at $4.6 million.   9. Flooding/Glaciation/Drainage Improvements:

    This project will design and construct drainage projects throughout Anchorage. The goal is to improve safety and reduce operation and maintenance costs. Street Maintenance has identified many small drainage problems throughout the city. This funding would allow them to respond quickly to the needs as they are identified. Some of the locations under consideration with this funding include Autumn/Valley/RyOaks, Riviera Terrace Subdivision, Rovenna/74th, 75th/Margaret, Borland, Mariner/Clippership, Sperstad Subdivision, Campbell Woods Subdivision, and Kachemak. Design and construction funding is proposed annually with a 50/50 funding partnership with state grant funding. This bond includes approximately $1,000,000 for design and construction.   10. Intersection and Traffic Safety Matching Program:

    This project will construct intersection safety improvements at selected sites identified by the Municipal Traffic Department through its annual review of crash and traffic volume data. Funding is proposed as a 50/50 funding partnership with the State. This bond includes approximately $1,000,000 for design and construction.   11. Kloep Station Snow Disposal Site and Water Quality Environmental Upgrades:

    This project will construct improvements to an existing snow disposal site. Improvements are also expected to include upgrades and extension of the existing water and sewer lines, abandonment of the existing well, and construction of a vactor truck discharge treatment facility. Kloep Station Facility requires several safety and environmental upgrades to meet new EPA and NPDES requirements for an industrial facility. Design is underway. Design and easement acquisition were funded with previous road bonds. This bond includes approximately $3,500,000 to complete construction funding. Total project cost is estimated at $5.8 million.   12. Major Outfall Disconnect:

    This project will create separation between a major municipal storm drain outfall and the receiving water. This project is a requirement of the Municipality’s storm water permit. The specific location will be identified during the design phase. This bond includes approximately $250,000 for design. Total project cost is estimated at $500,000.   13. Municipal Sedimentation Basin and OGS Retrofits:

    This project will study the effectiveness of three oil and grit separators and two sedimentation basins for water quality improvements. The specific locations of the oil and grit separators will be identified in the design phase. The second phase of the project will be to construct recommended improvements.   14. Pavement Rehab Matching Program:

    This program funds pavement overlay and replacement projects throughout Anchorage and is proposed as a 50/50 funding partnership of state grants and local road bonds. Project priorities are established in a collaborative process with Street Maintenance, Traffic, and Project Management & Engineering. Input from elected officials, community councils, and the public has and will continue to be pursued in selecting projects for funding through this program. The deterioration of pavement of local, collector, and arterial streets has outpaced funding for repair. The Municipality has substantially increased its funding commitment, but additional funding is needed. Funding will also be used on community and street maintenance priorities on local roads. Some of the locations under consideration for this funding include 32nd Avenue, 35th Ave/McRae St, Alexander Ave, Arctic Blvd Phase III, Lake Otis Pkwy, Little Tree/CindyLee, Northwood Dr, and Old Seward Hwy.   15. Pedestrian Safety and Rehab Improvements:

    This program funds pedestrian safety and rehab projects throughout Anchorage and is proposed as a 50/50 funding partnership of state grants and local road bonds. Improvements include construction of "missing links" to the existing pedestrian facilities and rehabilitation of existing sidewalks and trails. Some of the locations under consideration for this funding include Lake Otis Parkway between 20th Avenue and Northern Lights Boulevard and Fish Creek Trail – Northwood Drive to Spenard Road. This bond includes approximately $250,000 for design and construction. The Municipality is requesting a matching state grant in 2011. This project ranked high primarily because of the deteriorating condition of pedestrian facilities and the need to connect existing facilities. Construction is expected to begin in 2011.   16. Penland Pkwy Surface Rehab/Drainage – Airport Heights Rd to Bragaw St:

    This project will replace existing storm drain facilities in Penland Drive and reconstruct the road. The maintenance department has identified this drainage system as in need of repair due to deterioration. Additionally, the existing system does not adequately handle heavy rains as evidenced by flooding. This bond includes approximately $400,000 for design and right-of-way acquisition. A 2011 state grant has been requested to fund construction. Prior year road bonds and a state grant funded initial design efforts, which are underway.   17. Pine St/4th Ave Area Storm Reconstruction Phase II:

    This project is the second phase of a project that will replace the storm drain from Debarr Road to Boniface Parkway with a larger diameter pipe. Sidewalk repair and extension is also included on 4th Avenue from Bunnell Street to Boniface Parkway. The existing storm drain is undersized and not able to handle the flow from substantial rain events. Flooding results in damage to private property in the neighborhood. The first phase of the project was funded with previous bonds and will be constructed in 2011. Design has been funded and is underway. This bond includes approximately $4,000,000 for construction. A 2011 state grant has also been requested. Construction is anticipated in 2011 and 2012. Total project cost for this phase is estimated at $5,000,000. Contact: Steve Gillette, 343-8173.   18. Raspberry Rd Upgrade – Arctic Blvd to C St:

    This project will upgrade this section of Raspberry Road to urban arterial standards. Improvements are expected to include reconstruction of the road base, pavement, curbs, storm drain, street lighting, and landscaping. This arterial street has never been constructed to urban standards and the existing pavement has deteriorated beyond the point that maintenance is cost effective. The need for this project has increased due to the completed Raspberry Road connection between Minnesota Drive and Arctic Boulevard. Design has been funded and is underway. This bond includes approximately $1,000,000 for construction. Construction is expected to begin in 2013. Total project cost is estimated at $5.6 million. Contact: Russ Oswald, 343-8196.   19. Recycled Asphalt Pavement (RAP) and Chip Seal Upgrades:

    This funding is part of an annual program to resurface approximately ten miles of unpaved streets with recycled asphalt pavement and/or chip-seal surfacing, as well as grading and ditching. This bond includes approximately $1,000,000 for construction in 2011. This project ranked high primarily because it is one of the biggest “bang for the buck” projects and its benefits are available ARDSA-wide. No design is required.   20. School Zone Safety:

    This project will upgrade 21 school zones with standard flashing signage. Student safety is a priority for the administration and the school district. This is a five-year project with $500,000 in bonds to be used annually. A prioritized list will be developed during the design phase when each school site will be evaluated.   21. Traffic Calming and Safety Improvements:

    This is an annual program to implement traffic calming and safety improvements throughout ARDSA. The prioritized projects have resulted from community-based traffic calming studies. This bond includes approximately $500,000 for design and construction. This project ranked high because of high community involvement/interest and traffic/neighborhood safety benefits.
