11th Ct Upgrade – Muldoon Rd to Boston St:

This project will upgrade the eastern segment of 11th Court between State Street and Boston Street. Improvements are expected to include curbs, drainage, lighting, storm drains, and a pedestrian facility on one side. The western segment, between Muldoon Road and State Street, is being upgraded by a developer, including relocation of the 12th Avenue/Muldoon Road signal to 11th Court/Muldoon Road. Relocating the signal is expected to increase traffic on 11th Court and these improvements are needed to handle the additional traffic. This project is a priority for the Northeast Community Council. This bond includes approximately $500,000 for a local match and to complete construction funding for the eastern segment. A state grant for $500,000 was received in 2008. 72nd Ave Upgrade – Brayton Dr to Lake Otis Pkwy:

The project will upgrade the road to urban collector standards. Improvements are expected to include pavement, water main extensions, curbs, storm drains, street lighting, pedestrian facilities, and landscaping. Much of this street is currently strip-paved with inadequate drainage, lighting, and pedestrian facilities. A state grant for $9.7 million was received in 2007. This bond includes approximately $2,400,000 for a local match and completes construction funding. Total project cost is estimated at $12.1 million. Construction is expected to start in 2010. 73rd Ave Strip Paving – Petersburg St to Basel St:

This project is expected to upgrade a local road. Improvements are expected to include a new road base, pavement, drainage, water main extensions, and lighting. Curbs and pedestrian facilities may also be included if funding allows. Flooding is an issue with local residents and there is a very high ground water level in this area. This is a priority for the Abbott Loop Community Council. Design is underway. This bond includes approximately $100,000 to complete funding for the road and drainage improvements and to provide a local match. A $1.2 million state grant was received in 2008. An additional state grant has been requested to complete funding of a water main extension. Total project cost is estimated at $1.3 million. Construction is expected to start in 2011. 88th Ave Upgrade – Lake Otis Pkwy to South Cir:

This project will upgrade the road to urban collector standards. Improvements are expected to include pavement, curbs, storm drains, street lighting, pedestrian facilities, and landscaping. This street is currently strip-paved with inadequate drainage, lighting, and pedestrian facilities. A state grant for $4.2 million was received in 2007. This bond includes approximately $2,200,000 for a local match and completes construction funding. Total project cost is estimated at $6.4 million. Construction is expected to start in 2010. Academy Dr/Vanguard Dr Upgrade – Brayton Dr to Abbott Rd:

This project is expected to include road realignment, pedestrian facilities, street lighting, and improved drainage. When the state’s 92nd Avenue underpass at the Seward Highway is constructed with a connection to Old Seward Highway, the traffic along this connection between the Seward Highway and Abbott Road will increase. The existing roadway is not built to handle the expected traffic volumes. This bond includes approximately $400,000 for preliminary engineering and public involvement to determine the best approach for traffic to connect to Abbott Road. Construction is anticipated to begin as early as 2012 if state grant funding is obtained. Project costs will be developed once a scope is identified. Contact: Jim Lamson at 343-8120. Alexander Ave Drainage – Wintergreen St to Norene St:

This project is expected to install a subdrain system, extend footing drain stub outs to each property, and reconstruct the road. While the road is deteriorating, the major problem is the impact of the high ground water on the crawlspaces of adjacent properties. Appropriation of funding for this project is contingent upon property owners providing a 10% match through a Road Improvement District or a state grant. This bond includes approximately $1,980,000 which is approximately 90% of the project cost. Matching funds have been requested from the state. Anchorage Signal System, Signage, and Safety Improvements:

This project is part of an annual program to construct priority improvements identified by the Traffic Department through its annual review of traffic and crash data that will improve safety and traffic flow. Improvements may include replacing and/or upgrading signals, turning lanes and lights, signs, traffic detection loops, and other equipment needed to upgrade the system. This bond includes approximately $500,000 for construction-phase funding. This project ranked high primarily because it is one of the biggest “bang for the buck” projects. Arctic Blvd Surface Rehab Phase IV – 53rd Ave to Raspberry Rd:

This project will construct a three-lane road section on this minor arterial, similar to improvements constructed on Arctic Boulevard in 2009 north of 53rd Avenue. Improvements are expected to include pavement, a center turn lane, and curb and sidewalk reconstruction as required. Pavement is deteriorated and the current 4-lane configuration has safety issues. Design was funded with road bonds. This bond includes approximately $2,300,000 for construction. Total project cost is estimated at $2.5 million. ARDSA Road and Drainage System Rehabilitation:

This project provides for reconstruction of miscellaneous street and drainage facilities that require quick response. Improvements are focused on small projects requiring pavement, curb, sidewalk, and storm drain reconstruction. This bond includes approximately $600,000 for 2010 construction. This project ranked high primarily because it is one of the biggest “bang for the bucks” projects and its benefits are available ARDSA-wide. ARDSA Street Light Improvements:

This project will construct new and/or replace existing street lights within ARDSA. A significant portion of the funding will be used to upgrade the lamps on existing lights to more energy efficient LED lighting. Specific locations will be identified by the Street Maintenance Department. The street lights in many neighborhoods do not meet current safety guidelines and this expense is not covered in the street maintenance budget. This is an annual funding program. Arlene St/Pelican Dr/Pelican Cir/Kingfisher Dr Area Road Reconstruction RID:

This project will reconstruct these local roads through the Road Improvement District (RID) Program. Improvements are expected to include pavement, curbs, street lighting, and storm drains. The road surface is in dire need of repair. There are also for some on-property flooding issues. The project was initiated and approved by abutting property owners who will be paying a portion of the costs through special assessments. This bond includes approximately $400,000 for design. B St Reconstruction RID – 40th Ave to Tudor Rd:

This project will construct this local road through the Road Improvement District (RID) Program. Improvements are expected to include pavement, curbs, street lighting, a sidewalk on one side, landscaping, and storm drains. The road surface is in dire need of repair. The project was initiated and approved by abutting property owners who will be paying a portion of the costs through special assessments. This bond includes approximately $2,300,000 for construction. Blueberry St/Northern Lights Blvd Area Pedestrian Safety:

This project will construct pedestrian improvements on Blueberry Street and create a safer intersection at Blueberry Street/Northern Lights Boulevard. This project is a priority in the Anchorage Pedestrian Plan. Blueberry Street serves Stellar Alternative School, but no sidewalks or ADA ramps exist between the school and Northern Lights Boulevard where a lot of students walk. A state grant was received in 2008 for $190,000. This bond includes approximately $280,000 for construction. The total project cost is estimated at $470,000. Flooding/Glaciation/Drainage Improvements:

This project will design and construct drainage projects throughout Anchorage. The goal is to improve safety and reduce operation and maintenance costs. Street Maintenance has identified many small drainage problems throughout the city. This funding would allow them to respond quickly to the needs as they are identified. Design and construction funding is proposed annually with a 50/50 funding partnership with state grant funding. This bond includes approximately $1,000,000 for design and construction. Independence Dr Upgrade/Extension – Colony Lp to O’Malley Rd:

This project will upgrade and extend the road to urban collector standards. Improvements are expected to include pavement, curbs, storm drains, street lighting, pedestrian facilities, and landscaping. The specific scope for the intersection at O'Malley Road is being coordinated with the state. Water and sewer extensions will be included with the project scope but funded separately through AWWU. This road is designated as a collector and this project will improve traffic circulation and access for the Independence Park area. Independence Drive runs through a high-density residential area. Traffic going south from this area currently uses Jamestown/Commodore Drives, which were not constructed to handle the traffic volumes that use them. Safety is a neighborhood concern. This project is the number 1 priority for the Abbott Loop Community Council. Funding is proposed as a partnership of state grants and local road bonds. A 2010 state grant for $1.6 million has been requested. This bond includes $2,800,000 to complete construction funding. Design is underway and construction is expected to begin in 2010. However, 2010 construction may be limited to strip paving if the “surcharged” road bed has not reached adequate stabilization. The total project cost is estimated at $4.8 million. Intersection and Traffic Safety Matching Program:

This project will construct intersection safety improvements at selected sites identified by the Municipal Traffic Department through its annual review of crash and traffic volume data. Funding is proposed as a 50/50 funding partnership with the State. This bond includes approximately $500,000 for design and construction. The Municipality is requesting a matching state grant in 2010. Projects being considered for 2010 funding include Providence Dr at Spirit Way and Goldenview Dr at Rabbit Creek Rd. Klatt Rd at C St Intersection Safety:

This project will construct safety and capacity improvements at the intersection of Klatt Road with C Street where Klatt Road extends to the east toward the Old Seward Highway. Improvements are expected to include an expanded roundabout, street lighting, drainage, and pedestrian facilities. Design is underway. Funding is proposed as a partnership of state grants and local road bonds. Design was funded with a combination of a previous stare grant and road bonds. A 2010 state grant for $1.0 million has been requested. This bond includes approximately $4,300,000 to complete construction funding. Total project cost is estimated at $5.3 million. Lake Otis Pkwy at 20th Ave Channelization:

This project will construct safety improvements to this intersection. The curb bulb-out on the northeast side of the intersection will be removed to allow for an optional straight ahead/right-turn lane traveling north on Lake Otis Parkway. In addition, the traffic signals will be altered to match the new lane configuration. This bond includes approximately $800,000 to complete construction funding. Lake Otis Pkwy Surface Rehab – Campbell Creek to Dowling Rd:

This project will rehab the pavement on Lake Otis Parkway from Campbell Creek to Dowling Road. The road surface is developing ruts and cracks. Further deterioration could impact safety. This bond includes approximately $200,000 for design. A matching state grant has been requested in 2010. The total project cost is estimated at $2.6 million. Meadow St Storm – 72nd Ave to Lore Rd:

This project will construct drainage improvements on a well used local street. Design is funded and underway. The project has been incorporated into the 72nd Avenue Upgrade project, also funded in this road bond. The project will address flooding and glaciation issues that have raised safety concerns and required increased maintenance activities. This project is a priority for the Abbott Loop Community Council. While a full upgrade to Meadow Street has been designed, this bond only includes approximately $500,000 to complete storm drain construction funding. An additional state grant for the complete road upgrade has been requested. If the state grant is provided, the road upgrade may be added to this project for construction in 2010. Mountain View Dr and McCarrey St Intersection Safety:

This project will construct intersection improvements to address vehicular and pedestrian safety. Safety concerns and appropriate solutions will be clarified in the design process which will include public involvement. The Traffic Department had identified this intersection as a priority location for improvement. Almost 10,000 vehicles a day travel Mountain View Drive, which makes it difficult for the 4,000 vehicles on McCarrey Street to turn at this intersection. In addition, this is a high pedestrian volume intersection that connects a large residential area with a park and commercial district. This project is a top 3 priority for the Mountain View Community Council. This bond includes approximately $200,000 for design funding. Total project cost is estimated at $1,200,000. Mountain View Dr Pedestrian Safety – Flower St to McCarrey St:

This project will construct a missing pedestrian link on a collector street. This project is a priority in the Anchorage Pedestrian Plan. This bond includes approximately $180,000 to complete construction funding. Design funding was received with a 2008 state grant. Total project cost is estimated at $250,000. The improvements are being coordinated with a separate bond project to improve safety at the Mountain View Drive/McCarrey Street intersection. Construction is expected to begin in 2010. Northwood Dr Pavement Rehab – Raspberry Rd to Strawberry Rd:

This project will replace or overlay pavement on an arterial street. The pavement is deteriorating toward the point that safety issues are being raised and maintenance is not cost effective. Recent video of existing storm drain shows significant deterioration. This drainage system will need to be replaced or upgraded with this project. This bond includes approximately $400,000 to complete design, which is underway. The total project cost is estimated at $3,200,000. A 2010 matching state grant has been requested. Old Seward Surface Rehab – 34th Ave to Tudor Rd:

This project will rehabilitate pavement on a minor arterial street. Improvements are expected to include pavement overlay or replacement and spot ADA upgrades and sidewalk reconstruction. This bond includes approximately $200,000 for design funding. Total project cost is estimated at $1,800,000. A 2010 matching state grant has been requested. Construction is expected to begin in 2012. Old Seward Surface Rehab – International Airport Rd to Dowling Rd:

This project will rehabilitate pavement on a minor arterial street. Improvements are expected to include pavement overlay or replacement and spot ADA upgrades and sidewalk reconstruction. Storm drain slip lining, upsizing, and/or replacement may also be included. Project funding is from a combination of state grants and road bonds. Preliminary design funding was received in 2008 through a state grant and matching road bonds. This bond includes approximately $100,000 to complete design funding. Pavement Rehab Matching Program:

This program funds pavement overlay and replacement projects throughout Anchorage and is proposed as a 50/50 funding partnership of state grants and local road bonds. Project priorities are established in a collaborative process with Street Maintenance, Traffic, and Project Management & Engineering. Input from elected officials, community councils, and the public has and will continue to be pursued in selecting projects for funding through this program. The deterioration of pavement of local, collector, and arterial streets has outpaced funding for repair. The Municipality has substantially increased its funding commitment, but additional funding is needed. Funding will also be used on community and street maintenance priorities on local roads. Pedestrian Safety and Rehab Improvements:

This program funds pedestrian safety and rehab projects throughout Anchorage and is proposed as a 50/50 funding partnership of state grants and local road bonds. Improvements include construction of "missing links" to the existing pedestrian facilities and rehabilitation of existing sidewalks and trails. This bond includes approximately $1,000,000 for design and construction. The Municipality is requesting a matching state grant in 2010. This project ranked high primarily because of the deteriorating condition of pedestrian facilities and the need to connect existing facilities. Construction is expected to begin in 2010. Penland Pkwy Surface Rehab/Drainage – Airport Heights Rd to Bragaw St:

This project will replace existing storm drain facilities in Penland Drive and reconstruct the road. The maintenance department has identified this drainage system as in need of repair due to deterioration. Additionally, the existing system does not adequately handle heavy rains as evidenced by flooding. This bond includes approximately $400,000 for design and right-of-way acquisition. A 2010 matching state grant has been requested. Prior year road bonds and a state grant funded initial design efforts, which are underway. The estimated total project cost is $6.3 million. Petersburg St Storm – 72nd Ave to 73rd Ave:

This project will construct underground storm drain improvements. No drainage facilities exist in the Petersburg Street right-of-way north of 74th Avenue, which is an area of high ground water. This storm drain extension has been incorporated into the 72nd Avenue Upgrade project also funded in this bond. Design has been funded and is underway. This bond includes approximately $350,000 for construction. Construction is anticipated in 2010 or 2011. Total project cost is estimated at $450,000. Contact: Steve Gillette, 343-8173. Recycled Asphalt Pavement (RAP) and Chip Seal Upgrades:

This funding is part of an annual program to resurface ten to fifteen miles of unpaved streets with recycled asphalt pavement and/or chip-seal surfacing, as well as grading and ditching. This bond includes approximately $1,900,000 for construction in 2010. This project ranked high primarily because it is one of the biggest “bang for the buck” projects and its benefits are available ARDSA-wide. No design is required. Van Buren St/48th Ave Area Phase II Circulation and Access Improvements:

Phase I of the project has been funded and will construct a new road east of Spenard Recreation Center for commercial truck traffic from American Fast Freight and the Anchorage School District facility. Phase I construction is anticipated in early summer 2010. The Phase II improvements, funded with this bond, will focus on improvements along Van Buren Street. The project includes road and drainage work on Van Buren Street, a parking lot for Sisterhood/Brotherhood Park, and relocation of the ball field. Construction of these improvements is conditioned upon voter approval of a land swap to relocate the ball field to the west. Design has been funded and is underway. This bond includes approximately $3,900,000 for easement acquisition and construction. A 2010 matching state grant has been requested. Victor Rd Upgrade (RTP) – Dimond Blvd to 100th Ave:

This project will upgrade Victor Road to minor arterial standards. Improvements include a new road base, pavement, storm drain facilities, pedestrian facilities on each side, bike lanes, and street lights. Design and construction were funded with 2008 state bond funds totaling $14,000,000. This bond includes approximately $100,000 to provide a local match. Construction is expected to begin in 2010 and will be managed by the State of Alaska DOT. Total project cost is estimated at $14,100,000.
